ITANAGAR, Nov 15:  Fifteen days after the new government under Chief Minister Nabam Tuki was sworn in, there is no information yet on the council of ministers. Though there is a talk of council of ministers being sworn in on Tuesday, there is no official confirmation yet.

Highly placed sources informed that there is hard bargain and hectic parley on the finalization of the council of ministers between the camps within the Congress.

Even as uncertainty continues, the picture is still not clear on who would make it to the final list in Tuki’s team.

The All India Congress Committee, was yet to take a decision till the filling of this report. Surprisingly, the hallowed AICC, even after fifteen days, is yet to take a call on the formation of the council of ministry to run the sensitive border state.

Meanwhile source close to CMO revealed that Raj Bhavan is ready for the swearing in and the Governor is expected to return to the state capital on Tuesday.

Even as absolute silence prevails, the wild guess continues. The question remains when AICC would take a decision and who would be inducted in the ministry. (With inputs from ATNS)

AOA raises stapled visa issue

ITANAGAR, Nov 15: Arunachal Olympic Association has urged Chief Minister Nabam Tuki to take up the issue of staple visa issued to the people of Arunachal Pradesh by Chinese Embassy at New Delhi with the central ministry concerned.

It is worth mentioning here that the Union Home Ministry does not consider staple visa as valid document to travel to China due to which the people of Arunachal Pradesh, especially sportspersons are suffering a lot.

AOA has been demanding that stapled visa issued to the people of the state by the Chinese Embassy should be considered as valid paper to travel to that country for time being till the vexed issue is resolved.

Meanwhile, the 10th edition of Tadar Tang Memorial Football Tournament would be held at Rajiv Gandhi Stadium, Naharlagun next month.

While informing this, (AOA) Secretary General G Doke said that the tournament which was to be held in the month of October-November, could not be held due to unfavourable political situation.

It also urged the chief minister to spend adequate fund in sports sector for its development.

Citing examples of outstanding performance of few sportspersons of the state despite limited resources and lack of other basic facilities, AOA hoped that the sports sector in the state could make a big stride if adequate fund and infrastructural facilities are provided. He mentioned Laa Talar’s qualification for the ensuing  U-17 Jr. Asian Badminton Championship, the lifter trios’ (Yukar Sibi, Soram Hitlar Tagru and Takio Yana) recent triumph in Commonwealth Youth Weightlifting Championship in Cape Town, South Africa and remarkable performance of Karatekas in Malaysia. Meanwhile, AOA appealed to the people of the state, especially capital dwellers, to extend all support and cooperation to Arunachal Weightlifting Association (AWA) for smooth conduct of the National Weightlifting Championship scheduled to begin at Nirjuli from November 21.

“Hosting such prestigious event in the state is a great achievement and credit must go to AWA,”  Doke said. He hoped that the event would create awareness among sportspersons of the state about the importance of games sports.

 

Preparation on for National Weightlifting C’ship

ITANAGAR, Nov 15: Preparations are going on in full swing for the ensuing National Weightlifting Championship beginning at Nirjuli from November 21 to 30.

With only five days left for the championship to begin, the organizing committee has been working overtime to get the Nyikum Nyia hall, the venue for the mega event, ready in time.

The preparation works has been delayed due to delay in fund release by the State Government, said the organizing committee. However, it would be ready in time, the committee assured.

So far, Andhra Padesh, Pondichery, Jammu and Kashmir, Madhya Pradesh, Uttarakhand, West Bengal and Chattishgarh have confirmed their participation in the event. The contingent of the host team for the event is yet to be announced.

The accommodation for athletes and accompanying officials and coaches are being arranged in hotels at Naharlagun and Nirjuli. Accommodation for woman athletes are being arranged at Bharat Scouts and Guides Hqs at Polo Colony, Naharlagun. Olympic bronze medalist in weightlifting Karnam Malleswari and Rajiv Gandhi Khel Ratna and Arjun award winner lifter Kunja Rani Devi would lead the Manipuri team in the championship.

Three hundred cultural troupes of various tribes and communities would perform showing the rich culture and tradition of the state beside fashion show during the championship. Moreover, 40 scouts and guides and 40 NCC cadets from various educational institutions are being engaged to guide and help the athletes coming from different parts of the country.

Meanwhile, Arunachal Pradesh Secretariat Employees Association (APSEA) has welcomed AWA’s initiative to organize the national event.

APSEA said the association was ready to extend all possible help and support to AWA for smooth conduct of the event.

 

Ashes of Dr. Hazarika immersed in rivers of Arunachal

ITANAGAR, Nov 15: The ashes of Dr. Bhupen Hazarika were immersed in the confluence of Kel and Panyor River at Yazali and at Dikrong River at Doimukh this afternoon.

The ashes of Hazarika were brought to Yazali, the place where Arunachal’s first Hindi feature film Mera Dharam Meri Maa was shot-- in a decorated vehicle under the initiative of NES president Bengia Tolum, who was also the cultural advisor of the film.

Thousands of people paid their last respect to late Hazarika at NEEPCO project site where the ashes were kept for a while after being received by head of the project for public viewing before finally they were immersed in the river at 3.30 pm. Yachuli ADC, head of NEEPCO project, Joram Tajing, the comedian of the film MDMM along with three other artistes of the film were also present on the occasion and paid floral tribute to Dr. Hazarika, also the director of the film.

Arunachal Pradesh Literary Society (APLS) president YD Thongchi and Itanagar Kristi Vikash Committee president Chitradev Sharma led the team for immersion of ashes of Dr. Hazarika at Dikrong river.

At Jairampur, hundreds of fans from the three circles of Nampong, Manmao and Jairampur paid their homage to departed soul of Dr Hazarika on the auspicious occasion of his ‘Shradha Ceremony’ here at the Namghar Campus this evening.

The event organized by the various communities of Jairampur commenced with a prayer program followed by candle illumination. People offered the “Shradha Suman” to Dr. Hazarika.

Meanwhile, a delegation led by Nyamar Karbak, General Secretary All India Youth Congress carrying the ashes of the legendary singer will be arriving at Aalo tomorrow. The ashes would be immersed in Yomgo River at Cozy Bridge on November  17.

Ashes of Dr. Hazarika were also sent to East Siang for immersion at Siang river.

 

Rono Hills all ready for IXth Inter College Youth Festival

RONO HILLS, Nov 15: Rono Hills is all geared up for the IXth inter college youth festival which will commence from November 16.

Students from eighteen RGU affiliated colleges from different parts of the state gathered here since yesterday evening to join the grand festival.

The festival is all set to be inaugurated by Chief Minister Nabam Tuki as the chief guest and Member of Parliament Takam Sanjoy as the guest of honour.

RGU Vice Chancellor Prof. David R. Syiemlieh, in his message said “these days are yours, enjoy it and be happy because being happy is essential for good results”. The VC further appealed everyone to participate with the true spirit of the festival.

Rajiv Gandhi University Students Union president, Tao Abo believes that the festival would play a pivotal role in bringing communal harmony among different tribes of the state.

 

Inclusive development through Cooperatives

58th All India Cooperative Week

ITANAGAR, Nov 15: The 58th All India Cooperative Week got underway yesterday with the main theme- “Inclusive Development through Cooperatives” and the sub-theme of the day “Cooperative Democracy, Leadership and Self Reliance Day” at the Conference Hall of A.P. State Cooperative Union, Naharlagun.

Inaugurating the programme, Chief Information Commissioner Y.D. Thongchi, expressing his deep resentment towards downfall of Cooperative Sector in the state due to shortfall of proper plan,  policies and execution, called on cooperative concerned to play pivotal role to face emerging challenges so that people of Arunachal Pradesh can avail all the benefits of the sector.

Chairperson, A.P. State Commission for Women, Gumri Ringu, who was guest of honour for day, while addressing the gathering stressed on the importance of cooperatives in poverty alleviation and in generation of employment opportunity for the members. Besides, she emphasized on the benefit of registration of cooperative societies for certain exemption from taxes of State Government.

A cooperative is not only meant for income generation but also for shouldering social responsibility for self reliance, self help & mutual understanding amongst its fold, she said.

Encourage writing on Arunachali themes and experiences: Editor to teachers

Creative Writing Workshops in Lohit

ITANAGAR, Nov 15: “Arunachali children are no less blessed in creativity and imagination than the urban elite. Teachers must provide ample opportunities to bring these out in their writings.” declared Vaijayanti Tonpe, well-known children’s writer and former editor of Children’s World and the Children’s Book Trust, New Delhi, as she addressed teachers and library activists at Wakro and Tezu.

“They have ample experiences and stories, which can be expressed powerfully and uniquely touching the readers from the outside world. These need to be brought out”, she asserted, paying warm compliments to the creative spirit of the young reader-activists from the APNE Library, Wakro and the participants of the Tezu students’ workshop. This could be possible only by encouraging extensive reading, she urged the teachers.   

Vaijayanti Tonpe, a patron volunteer of the VT-AWIC Youth Library Network, is on a 10 days tour in Lohit and Anjaw, conducting Creative Writing Workshops for teachers and students, sponsored jointly by ASSET, Wakro, Kendriya Vidyalaya, Tezu, DC Lohit and the DDSEs of Lohit and Anjaw.

During the one-day teachers’ workshop at Wakro, Tonpe dwelt extensively on encouraging originality and free-thinking among the students, by motivating them to look at ordinary events and subjects from unusual angles. That would make writing a joyful experience to the students, she said. She also reminded them about the importance of creative expressions in one’s own mother-tongue and appealed to the teachers to promote writing in Arunachali languages.

Addressing student-participants at Wakro and Tezu, Tonpe said good writing elevates the mind of a reader and has universal appeal, above region, language, community or nation. Hence Arunachali students should boldly express themselves, as they too have emotions and unique experiences. One’s writing skills get strengthened as we read a wide range of authors and books.  A writer needs also to focus on the right choice of words to make the readers touched.

She demonstrated how certain usages and words become part of immortal literature, quoting Neal Armstrong’s “A small step for man…”, and Nehru’s “Tryst with Destiny..”  Tonpe heartily applauded the participants at both Wakro and Tezu as they could quote the immortal response of Sq. Ldr. Rakesh Sharma, to Indira Gandhi’s query on how he felt as he orbited the earth in his spacecraft. She also lauded the readers from the Kasturba Gandhi Balika Vidyalaya Wakro for their spirited skit presentations and reading promotion activities. During the workshops the readers wrote pieces that could make interesting stories.

33 students from 7 schools participated in the Tezu workshop held at KV Tezu. Speaking on the occasion, T. Muraliddharan, Principal, Kendriya Vidyalaya, Tezu assured KV’s active support to the reading promotion campaign by the library network. DDSE Lohit, K. Rina has expressed his happiness about the active outcome of the workshops.

Tonpe would be conducting similar workshops in Hayuliang and Hawai also.

 

DC inaugurates measles catch up campaign

BOMDILA, Nov 15: As a follow up action to the District Task Force ( DTF ) meeting on the ongoing Immunization Programme for children aged between 09 months to under 10 years in the district by the District Health Society, the Measles Catch Up Campaign in the district headquarters Bomdila today was inaugurated by Deputy Commissioner Rinchin Tashi at Modern School Bomdila in presence of DMO Dr. Dani Duri, DFWO cum DIO Dr. T. D. Namsa, Medical Superintendent Dr. Gam Lamu, SMO Dr. D. Wange, SMO Dr. Maiti & SMO Dr. Ngawang Drema wherein a total of 269 children were administered the Measles vaccine.

The team later visited the Nechipu Children’s Foundation School Bomdila where a total of 163 children were being administered the vaccine.  

The Measles Catch Up Campaign which began today in the district would cover a targeted number of 18668 children in the 5-CD blocks within a span of 21 working days. The first working week would be school based and the following two weeks would be Community based covering the minor and non-school going children.

There are a total of 181 school sites and 198 Outreach Session sites along with 08 Fixed and 25 Mobile sites in the district.

Though a lot of hurdles are anticipated especially in the transportation sector owing to the meager fund available for the purpose, the District Immunization Officer Dr. TD Namsa has exuded confidence on his team and the District Administration for successful conduct of this one-time Measles Catch Up Campaign in the district.

Measles Catch Up Campaign  was launched on Nov 11 in Anini as well.

IDEA conducts training on microenterprise and bank linkage

Naharlagun, Nov 15:  With a view of promoting the Income Generation activities, thereby ensuring a sustainable income for the rural families the Itanagar Diocesan Empowerment Association (IDEA) in collaboration with NABARD conducted one day training program on microenterprise and Bank linkage at Papunala Catholic Church, Naharlagun on Nov 12.  

L. C. Sarkar, Asst. Manager NABARD  appreciated the initiatives of the rural bank officials and motivated the participants to go ahead through the very medium of SHG for the growth of the area. He also said that the training aims to help improve the microfinance environment in various villages of Naharlagun.

Sarkar highlighted about various schemes available from NABARD for SHGs such as Poultry, Piggery and Guttery. He also explained various terms and conditions for applying the scheme and assured all help those who wish to apply for the same. He stressed on role of banks in promotion of SHGs for enhancing the income level of the poor families.   He congratulated Fr. Ivan, the Director IDEA and said that IDEA has created a platform for growth of the SHGs. The impact of IDEA on society through its various developmental activities is remarkable, he said.

Speaking on the occasion Sanjit Basumatary, Project Coordinator, stressed  that all people should develop their standard of living and involve in effective management of natural resources and start managing on their own for the healthy livelihood. He requested the banks to simplify the process of bank linkage and loaning and urged the people to have cordial relation between various banks.

Sr. Mercy SABS Area Coordinator, IDEA while thanking the resource person and the participants said that the awareness programme has enabled the SHGs to have a broader outlook on microenterprise and bank related matters. About seventy participants from different SHGs benefited from the training programme.

 

Execution of highway projects in hill areas

ITANAGAR, Nov 15: A 10 days training programme on "execution of highway projects in hill areas" for the engineers of PWD (highway division) commenced at Administrative Training Institute (ATI), Naharlagun today.

The training would emphasize on capacity building of highway engineers of PWD (highway division) for effective handling of the construction of the mega trans Arunachal Highway Project.

Addressing the participants, Hage Khoda, Commissioner, PWD, gave more emphasis on sincerity of the field engineers in execution of the project and its timely completion. He assured to provide all assistance for early realization of the dream project.

Bora Ete, CE (Highway) sought fullest cooperation from all the engineering team, including Govt. for timely completion of the highway project.

Pema Tshetan, Director (Training) appealed to all the participants to derive maximum benefit from the training.

Also present in the inaugural function were T.H Tayeng, CE (S&I), Kuru Sera, CE (C/Z) and K.Ete , CE (D&P) who shared their views with the participants.

As many as 42 officers in the rank of Superintending  Engineer, Executive Engineers, Asstt. Engineers, Jr. Engineers of AP PWD (Highway Division) are attending the programme.

The training is being organized by ATI under the sponsorship of Ministry of Road Transport & Highways.

 

Children’s day

ITANAGAR, Nov 15: The 121st birth anniversary of the first Prime Minister of India, Pandit Jawaharlal Nehru was observed at Changlang at DIET Auditorium.

Speaking on the occasion, the Principal VKV School, Changlang, Ratan Kumar stressed on proper motivation and mobilization of the teaching and learning process to enhance the knowledge.

Michi Kani, DIPRO, highlighted on the life of the great statesman. He elaborated on the visit to Ziro Valley in early sixties along with his daughter Indira Gandhi, his special love and affection for the people of erst-while NEFA.

To mark the occasion a unique exhibition was organized, prepared from the waste materials. The whole idea and innovative activities was conceived by Lowang, Lecturer DIET, Changlang.

 Nehru Yuva Kendra, Tezu conducted one day District Youth Convention cum NehruYuva Kendra Sangathan Foundation Day Cum Children Day at BRC Training Centre at Tezu.

Urban ICDS Project Itanagar also celebrated Universal Children’s Day at Indira Gandhi Park.  Converging many Anganwadi Centres of the Project, competition on various activities were conducted including- Rhymes, Poem recitation, Games & Sports for more than 130 children between the age group 3-6 Yrs.

Outlining the objectives of the celebration and importance of the Day, S. C. Tok, the CDPO of the Project, mentioned that such programmes will be organized next time too provided there is adequate encouragement.  

Pane Himey Public School, Palin observed Children’s Day cum Parents’ Day at its school premises in a befitting manner yesterday.

Speaking on the occasion, Principal of the School Jonathan Mark highlighted about RTE and advised all the children to devote in their study.

Aalo, Nov 15: The West Sing District Cooperative Union, Aalo conducted a training cum Member Education Programme at Kaying recently regarding formation of Cooperatives, Self Help Groups, awareness of microfinance by Arunachal Pradesh Apex Bank and enrollment of SHG membership with Aalo LAMPS Ltd, Aalo.

R.P.Singh DRCS and Executive Officer of District Cooperative Union discussed about objectives of the programme and stressed on the need of diversification of Economic activities under Cooperative sector to harness human resource to achieve Economic growth.

Kimar Ete, Branch Manager Apex Bank Aalo discussed various schemes and procedures of obtaining bank finance by the beneficiary through LAMPS.

Dr. Taking Gammi, Senior Veterinary Officer discussed on importance of livestock business farming and interdependency of technical profession with Bank in terms of Detailed Project Report.

Dr. Gammi volunteered unconditional help to all SHG in preparing report and technical guidance.

Yage Yangi, HDO spoke on importance on importance of Horti based commercial farming.

Degam Ete, Chairman Aalo Lamps spoke on importance of Cooperatives and encouraged membership drive of SHG and individual membership.

Jumsor Rime, ADTH spoke on importance and pattern industries and handloom based activities. Ribi Rime, Chairperson West Siang district Cooperative Union encouraged formation of SHG and Cooperatives.

Yaming Pabin ASM, Bogne expressed her gratitude to District Cooperative union for successful conduction of training cum awareness programme.

 

Weekly Market opened at border

RUKSIN, Nov 15: A weekly market was opened at Debing at Assam-Arunachal border recently.

Attending the occasion as chief guest, West-Pasighat MLA Dr Tangor Tapak appealed the local residents of both sides to maintain the aged-old relations between the Adi and Mishing communities in order to maintain the peace and development at border area.

The proprietor of the weekly market Satyaban Ering informed the Arunachal Times that the market was set up at the junction of two streams - Debing Nalla and Moka Nalla a suitable place for the local dwellers from both Assam and Arunachal to assemble.  

Ering informed that more than one hundred people including students’ union leaders from both the states attended in the opening programme, who pledged for concerted effort for peace at border villages.

They have also agreed to keep closer coordination during any inclement situation that may arise at the border areas.

 

Nyishi teachers forum conference held

ITANAGAR, Nov 15: Nyishi Teachers Welfare Forum, Lower Subansiri District conducted its general conference at Yazali on November 12 last.

During the conference, the house resolved to impart quality education to younger generation and would strictly monitor in establishing an efficient administrative set in all the schools under their jurisdiction.

Meanwhile, the meeting selected Taniya Milli, JK Abo and Likha Togur as President, Vice President and General Secretary of the forum for a period of three years.

 

Rajya Puruskar Preparatory Camp held

ITANAGAR, Nov 15: District Level Rajya Puruskar Preparatory Camp for Scouts and Guide of West Siang District was held at Aalo from November 11-13.

Altogether, 27 Scout and 32 Guide from different schools of the district took part in the camp.

The objective of the camp was to prepare and enable Scout and Guide to qualify in the ensuing Rajya Puruskar Testing Camp.

The closing ceremony was attended by District Chief Commissioner BSG N Potom and NM Higher Secondary School Principal Moken Ete as Chief Guest and Guest of Honour.

 

Lego Lemgo conference

ITANAGAR, Nov 15: The Vth General Conference of Lego Lemgo Welfare Society concluded today at Govt. Secondary School Ground Bam. The Conference was inaugurated by Eken Riba, former Minister and  President Karko Ao Welfare Society as Chief Guest on Nov13. The Conference was attended by Chief Secretary Tabom Bam among others.

In the conference problems of the society were discussed thoroughly and emphasis was given on education.

A statue of forefather of Society was unveiled by the  Chief Secretary.

New office bearer of the society was also formed in which Markar Bam ,S.E. PWD was unanimously selected as President while Er. Takom Taju, Assistant Engineer PWD

was selected as Secretary General of The society with Er. Marmi Tao as Vice President.

ITANAGAR, Nov 15: Upper Subansiri Nyishi Collegian Capital Complex mourned the untimely demise of Tara Godak, 1st year student of Donyi Polo Government College Kamki. Godak died on November 14 at Kamki.

Tarhuk Samaj, an NGO of Damin has mourned the sad and untimely demise of Late Lokam Anand, LDC, C.O. Office Damin on Nov 12.

 He was a dedicated and committed govt servant who always performed his duty sincerely, and Damin circle has lost one of the most talented and dedicated Govt. servant, it said.

Art of living doctors

ITANAGAR, Nov 15: With a view to provide holistic health and wellness, the Art of Living Arunachal Pradesh is bringing a doctor to provide Ayurvedic consultation and diagnosis.

The doctor from Sri Sri Ayurveda in Bangalore will be available for consultation on 17th and 18th  November 2011 between 8am and 11am in the morning and 3pm and 8pm in the evening. The camp will be held at the Art of Living Centre, H Sector, Itanagar.

 

Fire mishap at Kombo Sec School

Aalo Nov 15: In a fire mishap reported to be a handiwork of unknown miscreant in the night of Nov 12, Office Chamber of Headmaster Kombo Secondary School was gutted into ashes. The fire was put off by the efforts of teaching community from engulfing the whole building. Important files, documents, furniture and articles are reported to be damaged.

A FIR has been lodged by the Headmaster of school at Police Station Aalo. The DDSE, Tomi Doke is closely monitoring the situation. (DIPR)

 

State Karatekas to participate at International event

ITANAGAR, Nov 15:   The fourteen members of the state Wado Kai Karatekas would take part in 14th Wado Kai Karate do Championship cum 8th International Wado Kai Karate Championship which is slated to be held at Nainital in Uttrakhand on from Nov 18 next.  

Team members comprises of Neta Menjo, Taro Cheging, Nyongchen Hodong, Tatu Niling, Mima Bui, PC Dingla, Likha  Lej, Lindum Tama, Dari Lokam, Yapung Sonam, Dado Mema Tap Menia, Bamang Yakum and Yania Dugi. The team will be led by Sensei Yarda Niki as Team Manager, and Sensei Nanu Sangha a Team Coach.   

 

Changes in bureaucracy

NAHARLAGUN, Nov 15: There has been a reshuffle in the state bureaucracy.  

M.Pertin, Commissioner-cum-Secretary, Industries, Trade and Commerce shall also hold the charge of the department of Geology and Mining as well as MD, Arunachal Pradesh Mineral Development and Trading Corporation in addition to his existing charges with immediate effect until further orders.

Consequent upon the above posting, T.T Gamdik, IAS, Secretary, Tax and Ex,WRD etc shall stand relieved of the additional charge of the department of Geology and Mining as well as MD, Arunachal Pradesh Mineral Development and Trading Corporation.

Society questions

ITANAGAR, Nov 15:  Expressing its anguish over the non-implementation of   3% reservation for physically challenged people in state and centre sponsored schemes in the district; All East Kameng District Handicapped Welfare Society alleged that none of the departments in the district have properly implemented the reservation, except the education department under SSA few blocks in District Rural Development Agency.  

Further the society urged the state government to direct concerned departments of East Kameng district ensure that the physical challenged people are not deprived.

 

Association demands action

ITANAGAR, Nov 15: All Arunachal Youth Association (AAYA) has demanded the authority to take action against a staff of the Secretariat (Admn), who has allegedly erected a RCC building after occupying a Government quarter at ‘H’ sector near Namghar, RK Mission post office.

The association said that it has also lodged an FIR against the person with police in this regard.

 

AdiSU election held

ITANAGAR, Nov 15: The election of Adi Students’ Union (AdiSU) was held successfully under the supervision of Adi Baane Kebang from November 11-14 at Kaying, West Siang District.

The ABK expressed the hope that the newly elected AdiSU executive members headed by its President Sokun Siboh, Vice President Gora Ratan and General Secretary Obuk Gao would work for the cause of Adi students and community in particular and also for the greater interest of the state in general.

 

ATTAWS conference held

ITANAGAR, Nov 15: The second general conference cum election of All Tator Tani Welfare Society was held at Daporijo from November 9-10 last.

During the conference, it has changed its nomenclature to All Tator-Tani Area Welfare Society and selected Madin Dugi and Jumkur Bui as Chairman and secretary general of the society.

It also constituted a core committee with DAO Dusa Lida as its chairman.

The conference was attended by APCCFL, Managing Director Tanga Bage and Circle Officer Sadung Gyadu as chief guest and guest of honour respectively.

CM mourns budding media person’s death

ITANAGAR: Chief Minister Nabam Tuki has expressed shock and grief over the tragic demise of a young and budding media person of the state, Nyajum Kakki, who was only 29.

He said that Kakki’s death has come as a shocker, particularly ahead of the National Press Day, for which the young professional was working as one of the coordinators.

The death of a local youth, who had chosen to serve the state as a media person, which in fact is one of the most challenging professions, is a loss that cannot be measured or expressed in words, the Chief Minister said after getting the news of the tragic demise.

Conveying his heartfelt condolence to the bereaved family members, Tuki said in a message today that the whole state is with them at this moment of grief.

“We will be always grateful for the contributions of young Kakki in his short span of service as a professional” he added.

 

Orgs demands action

ITANAGAR: Ramle Banggo Welfare Society (RBWS) has demanded action as per related provision of the law against those officials of Power Department whose alleged negligence caused the death of Nyajum Kakki yesterday.

Kakki, a promising journalist, died after he came in contact with a live wire (33kv) which was reportedly hanging just above the ground level.

All Arunachal Pradesh Agriculture/Horticulture Dealership Registered Tribal Contractor Association condoled the sudden demise of Nyajum Kakki.

The association questioned the power department for their carelessness and appealed to the concerned department and state government to provide compensation and a regular service to a family member of late Kakki.

 

Kurung Kumey awaits PDS items

ITANAGAR: Kurung Kumey district is  likely to face shortage of foodgrains due to non-availability of PDS items at FCI base depot at Ziro.

According to the district food and civil supply officer of Kurung Kumey, the district PDS wholesale nominee cum carriage  contractor could not draw foodgrains of the current and previous month due to non availability of PDS item in the designated FCI depot.

The officer hoped that the newly appointed DGM (RO), FCI Arunachal Region would take urgent step to ensure regular supply of PDS items.

Papum Pare administration and compensation package

Dear Editor,

The affected land holders of the Capital and Papum Pare district need to be cautious and opt for the High Power Committee approved latest departmental-wise standard rate copy for obtaining compensation under twin ongoing NH-4 Lane and Trans-Arunachal Highway project. The approved rate copy issued Papum Pare administration is not authentic.

There is no such govt. order which has authorized the Papum Pare Administration for the inclusion of new items, deletion of fixed items and modification of rates as per their wishes. In the annexure list of HPC the standard rate of Forest and Fishery department were not included but in the approved rate copy of Arunachal Highway it was added without maintaining the standard rate. Moreover, there is inclusion, deletion and inclusion of same items with modification of rates in the list of PWD Structure, Agriculture and Horticulture in violation of the standard rate of the department concern. Meanwhile it is to remind the authority concern that on the Public Hearing conducted at Doimukh, Hollongi, Capital, it was repeatedly announced that they don’t have the authority to modify the rate fixed by HPC but at the same time there is a huge modification of rates and items without the approval of the HPC.  Hence, there is a gross violation of departmental standard rate submitted to HPC.

The real beneficiaries in this twin underway road project are not the thousands of affected land holders but the state govt.’s various departments.  

Besides the way public hearing and final assessment were conducted is nothing but it was technically defective and superfast calculation were done in absence of many technical experts of the department concerns on the spot. Hence, the same trend is applying on the affected land holders of the underway NH-4 Lane road project at Hollongi and Capital.

The declaration of many areas under the different categories of Reserve Forest Area is of serious concern as many of the land owners has obtained LPC legally from the DC, Papum Papre from time to time.

Further, in the absence of independent Department of Tribal Affairs the ancestral community land of the forest dwellers/tribes were directly put under different categories of RF area without recognizing the tribal’s rights over the forest.  But provision laid under Jhum Regulation Act 1947, Assam Frontier Act, Tribal Land System Act, and very recent enactment of Tribal Forest Right Act in 2006 defines in lengthy the rights of the tribal’s over the forest land, produces, rivers etc., which the authority concern has looked down resulting in complicacy with the forest land holders of the area.

As per the State govt.’s notification it was directed to the authority concern to issue LPC without seeking forest NOC from the people inhabiting in the inter-boundary disputes areas. Besides many complicacy related to the jurisdiction of forest department and forest land dwellers of the area has not been taken into consideration time and again.

Moreover, the DC, Yupia is entrusted 12 km (Hollongi to Gopur Tinali Itanagar) to acquire land for NH-4 Lane road for land acquisition and public compensation by the GoAP .  At the same time the authority concern has declared 2 km as de-reserved area and rest 10 km as under DFR area. But it is to be noted that 14 km from Maagoni to Chengmura area were excluded from the DFR area for the establishment of refugee camp and future settlement of the Chakma in the area.  

On the other side authority concern has not yet mentioned how much of area in hectare is De-reserved from DFR and which are the areas that has been excluded for community settlement by DC Papum Pare. The village is identified and recognized, Panchayati Raj institution is established but why the government did not bother to recognize the rights of the locality inhabiting in such areas?  

Therefore in nutshell, it is not appropriate from the part of the govt.’s decision not to compensate the genuine land holders under mentioned 10 km area and the declared reserved forest area under capital DC jurisdiction.

The approved rate copy was specially prepared for the Land Acquisition and Compensation for Trans-Arunachal Highway and District connectivity in the state and the subject is confined to it only. There is no such mention in the notification of it being applicable for NH-4 Lane project or any other impending project in the state.  Further in the absence of Uniformity of Land Rate Act in the state, the concern authority can’t force the victim landholders to accept in toto the approved rate copy prepared of Trans-Arunachal Highway Compensation Rate.

On dated 21st Oct. 2011 a letter was given to the Deputy Commissioner Papum Pare requesting him to furnish information on 12th points on the vast differences between High Power Committee issued standard rate copy and Arunachal Highway Approved Rate copy issued from the office of the DC Yupia through LR & SO Papum Pare. We did not get a respond to the letter.

The All Papum Pare District Students’ Union urge the Chief Minister Nabam Tuki to look into the matter.

Increase the incentives

Dear Editor,

This letter is in response to the letter by Kim Longri, "Increase the incentives for IAS aspirants" published on Nov 14.

I support the appeal because our state is purely a tribal state and majority of population lives below poverty line. And there is no dearth of talent in our students but unfortunately most of them do not even think of attempting this exam due to financial constraint. So, a little help from the state govt will go a long way for the students.

So, I too appeal the state govt. to kindly increase the incentives from present Rs 30000 to at least Rs 1 lakhs to IAS aspirants of our state.

DDK is not for one community

Dear Editor,

Apropos to what has been published on Nov 10 in some esteemed English dailies of Arunachal Pradesh with some biased, unfounded and incorrect assumptions from one organization, Indigenous Faith and Culture Society of Arunachal Pradesh (IFCSAP), blaming Doordarshan Kendra, Itanagar for not telecasting good quality programme and at the sometime patronising western and Christian culture, it is hereby clarified that Doordarshan Kendra, Itanagar has been producing and telecasting programme maintaining the standard quality comparatively with the available equipment, materials and staff.

Doordarshan is a public broadcaster, not a private one. It has its own ethics, codes and certain norms within which perimeter various programme are produced and telecast. Doordarshan cannot telecast and go in the way private channels telecast and do. It is also clarified that Doordarshan Kendra, Itanagar belongs to all community and people of Arunachal Pradesh.

It is not for one community only. Doordarshan Kendra, Itanagar telecast programme for all communities. Programme pertaining to religion and festival are being telecast as and when relevant festival and religious functions take place.

Doordarshan Kendra never tries to encourage a particular religion or community as claimed by IFCSAP. The charges leveling Doordarshan Kendra, Itanagar for patronizing and tagging Church songs, Dances, Dramas  etc as indigenous traditional cultural items, are totally wrong and unfounded. Doordarshan Kendra never did telecast and will never do so as charged. The charges are aimed for unfortunately misleading the people in this State.

If IFCSAP finds outs an example of such wrong doing by Doordarshan Kendra, Itanagar, will be very grateful and the correction will be carried immediately. IFCSAP member may please think twice not to mislead general public. Perhaps those members of IFSCAP do not watch programme of Doordarshan Kendra, Itanagar and totally ignorant of what have been on the air daily from this Kendra.

As far as demands of upgradation of the Kendra vis-à-vis installation of LPT in other districts of the State are concerned, the matter is to be brought to the notice of the highest authority of the Ministry of Information and Broadcasting. This should be a policy decision with the political back up of the State.            However, the aspiration and feeling of the honourble members of IFCSAP will be conveyed to higher authority concerned This Kendra has been, since inception, promoting indigenous culture by way of producing and telecasting various folk dances, music of different ethnic group. Interviews and discussions on different topics including cultural activities of the State are produced and telecast as and when required. As such the statement published in local dailies on 10t" November 2011 was completely misleading and herby clarified for general public.

A growing threat

 

The International Diabetes Federation predicts that one in 10 adults could be suffering from diabetes by 2030, based on ageing, demographic and other factors.

The advocacy group estimated that 522 million people would have diabetes in the next two decades.

The figure includes both types of diabetes. The group expects the number of cases to jump by 90 percent even in Africa, where infectious diseases have previously been the top killer. Without including the impact of increasing obesity, the International Diabetes Federation said its figures were conservative.

According to the World Health Organization, there are about 346 million people worldwide with diabetes, with more than 80 percent of deaths occurring in developing countries. The agency projects diabetes deaths will double by 2030 and said the International Diabetes Federation’s prediction was possible.

Most cases of diabetes are Type 2, the kind that mainly hits people in middle age, and is linked to weight gain and a sedentary lifestyle.

On the other hand, the WHO has come up with Diabetes Programme to prevent diabetes whenever possible and, where not possible, to minimize complications and maximize quality of life.

The overall goal of the Diabetes Programme is to improve health through stimulating and supporting the adoption of effective measures for the surveillance, prevention and control of diabetes and its complications, particularly in low- and middle-income countries.

In most cases Diabetes is controllable. Unless efforts are put by individuals, families and society, it is just matter of time that the problem would further compound.
